Designed as a practical resource rather than a comprehensive reference, the handbook can be read from beginning to end to gain an overall understanding of the subject or used as a reference when addressing specific questions and challenges.

Although developed within a NATO context, the handbook is intended for use by all NATO nations and partner organizations. The principles and recommendations can be adapted to national policies, organizational needs, and different educational settings to support the continued development of high-quality, flexible, and learner-centred education and training.
